Position summary

American Councils is seeking a mid-level career business development professional experienced in international development. The manager will help refine and execute the new business strategy for American Councils. Specifically, the manager will write proposals, articulate new business strategies, drive proposal management, facilitate design sessions, develop proposal calendars and compliance matrices, and liaise with cost and pricing and recruitment. The manager will represent American Councils at business development related events, and otherwise, lead, facilitate or participate in every aspect of the business development cycle. They will manage multiple captures and proposals simultaneously while customizing the application of best practices to the unique needs of each bid. The manager needs to be a problem solver and have critical thinking and decision-making skills to pivot on capture strategies and proposal processes as needed.


Position Responsibilities

  • Act as both a technical writer and proposal manager for a wide variety of bids that result in new funding in support of American Councils’ strategic goals;
  • Manage the full proposal development process working with program teams, country offices, the Monitoring, Evaluation and Learning Office, the Finance Department, and Senior Staff reviewers to build and submit competitive bids to win new business;
  • Mentor and support program staff in doing a competitive analysis of new opportunities and in developing proposals;
  • Work with Director of New Business to further refine the process of identifying, analyzing, and supporting the process through which pursuit decisions are made;
  • Other relevant tasks, as required.
  • Minimum five or more years of progressive experience in proposal writing and management with emphasis on US Government;
  • Outstanding writing and editing skills (samples required);
  • A record of success in winning USG-funded bids in similar sectors and contexts as American Councils;
  • High proficiency in the Microsoft Windows environment and Office Applications: Word, Excel and Power Point and SharePoint;
  • Proven ability to multi-task, and organize/prioritize multiple, complex on-going projects.
  • Effective English oral, writing and presentation skills and experience with copyediting and production required;
  • Experience managing complex proposal development teams;
  • Prior experience writing, running capture, and proposal coordinating complex USG-funded bids;
  • Ability to effectively interact with staff at all levels in a fast-paced environment;
  • Able to present recommendations and to gain agreement for pursuit decisions; and
  • Able to leverage organizational, analytical, and management expertise.
